Witches & wizards may be a little overdone but there’s still plenty of unexplored aspects, look at witches broomsticks for instance- www.deviantart.com/boogaloofox… I think they could be useful in a military aspect such as this with a gun or a repeating-crossbow under it- utilizing height for greater damage- it could also be used for surveillance, scouting & infiltration. Basically a dragon-rider lite. Then there’s scepters, in my mind they’re basically like staffs & wands- but perhaps they can not just be the symbol of political power but perhaps magical power. Would definitely be an interesting aesthetic to have the priest-king/king of divine right/mandate of heaven feel not just for politics but also of magic.
